Dr Philip Brown is a higher education leader with senior executive experience across Australian and international institutions, spanning strategic leadership, academic governance, regulatory compliance and institutional transformation.
Appointed Chief Executive Officer of IBC Higher Education in 2026, Dr Brown brings a proven track record of institutional renewal, regulatory excellence and strategic growth. As Principal (President) of Newbold College of Higher Education in the United Kingdom, he achieved exceptional enrolment growth and secured re-accreditation through the British Accreditation Council and a successful quality review by the Quality Assurance Agency. As Chief Executive Officer of the Institute of Health and Management, he secured accreditation of thirteen postgraduate nursing courses with no conditions, and as Vice-President (Learning and Teaching) at Avondale University, he led the re-accreditation of more than forty academic programs.
A distinguished academic governance practitioner, Dr Brown has chaired or deputy-chaired Academic Boards at Le Cordon Bleu Australia, the Institute of Health and Management and Nova Higher Education, and served as a Non-Executive Director of Independent Higher Education Australia, the sector’s national peak body.
Dr Brown holds a Doctor of Education from La Sierra University a Master of Tertiary Education Management from the University of Melbourne and a Master of Commerce from the University of New South Wales. He is a Principal Fellow of AdvanceHE (UK) and a Fellow of the International Education Association of Australia.
